OK..........only 1 line has vacuum..........blow through the hose connection furthest from the valve (inlet manifold reference).
Air should pass to the hose connection nearest the valve mounting bracket.

Apply 12 volt to the valve and movement should be heard.

With the valve activated, air should now pass to the other hose connection, if this is not achieved replace the valve.

correct only one of the hoses should have vaccum, when you swap them you should hear the actuator move

I've had this problem on my previous cordia. I noticed that the little shaft (gearbox) was stuck and i couldn't move it in or out with any force.
I was stuck with overdrive gears. Hope it's not as bad as my experience.

do u actually have any vacuum on either of the hoses though? if not, buying a new gbox isnt going to help :P i had oil in my actuator before, i let it sit so it drained, its not supposed to have oil in it, mine worked fine then.
where the actuator rod goes into the box, with the little locking pin (under the rubber boot), if u can move that to push the shaft into the box and pull it out of the box (engaging and disengaging) then that *should* be working alright internally
other thing is, does the vac line ahve a one-way valve in it? if the actuator gets boost it won't work :)
see how u go n let us know :)

undo the two big bolts that hold the acutuator on the box and try and pull the acutuator away from where it goes into the box witout pulling the little pin out, in otherwords try and manually engage it... might free it up or something

OK, this is sounding electrical............have you checked the fuse box?

Have a look at the "back" fuse (number 10) to ensure it's not blown.
